3% rent cap
St. Paul's voter-approved rent stabilization ordinance caps annual increases at 3% for covered units, with exemptions (notably newer construction) added after the initial 2021 vote - check whether your building qualifies.
Landlord exceptions are formal
Increases above the cap require the landlord to apply for an exception through the city's process - a verbal 'costs went up' isn't one.
