Relocation assistance

If a Portland landlord raises rent about 10%+ and you have to move, or ends a tenancy without cause, they generally owe you relocation assistance of several thousand dollars, scaled by unit size.

Statewide cap

Oregon caps annual rent increases statewide (a CPI-based formula with a hard ceiling), with exemptions for the newest construction.

90-day notices

Larger increases and no-cause terminations (where still allowed) require 90 days' written notice under state law.

The state layer underneath

City rules sit on top of Oregon state law - deposits, entry notice, and eviction process still come from the state.
